Qatar Work Visa

Qatar work visa for Pakistanis
Qatar remains one of the top Gulf destinations for Pakistani workers, offering tax-free salaries and steady demand in construction, hospitality, healthcare and transport. But it’s also a country where “azad visa” scams and unlicensed agents cause real financial harm. This guide explains the legal Qatar work visa process for Pakistanis in 2026, step by step, and what it actually costs.

The Two Legal Routes

  • Government route (OEC): The Overseas Employment Corporation recruits directly for verified Qatari employers through jobs.oec.gov.pk — no agents, nominal fees, government protection.
  • Licensed private route (OEPs): Overseas Employment Promoters licensed by the Bureau of Emigration & Overseas Employment (BEOE). Every OEP demand carries a BEOE permission number — always verify the promoter’s license on the BEOE website before paying anything.

Step-by-Step Work Visa Process

  1. Job offer / employment contract: A Qatari employer sponsors you directly — Qatar does not allow self-sponsored employment. Through OEC or a licensed OEP, you apply against this employer’s demand.
  2. Document submission: Submit your CNIC, passport, educational/experience certificates and photographs to OEC or the OEP.
  3. Medical test (GAMCA): Book a medical at a Gulf-approved center. A fitness certificate is mandatory before visa approval.
  4. Police Character Certificate: Required alongside the medical for most categories.
  5. Employer applies for visa approval: The Qatari employer submits your case to Qatar’s Ministry of Labour and Ministry of Interior — this step happens on Qatar’s side, not Pakistan’s, and can take several weeks depending on hiring quotas.
  6. Protector stamp (BEOE): Before travel, your documents are registered with the Protectorate of Emigrants — this includes State Life insurance and OPF welfare fund contributions, and is mandatory to board your flight.
  7. Travel & Qatar ID (QID): After arrival, you complete biometric registration and receive your Qatar Residence Permit (QID), which allows legal residency and employment.

How Long Does It Take?

Qatar’s process typically runs 4 to 6 weeks from job offer to travel, depending on document readiness and how quickly the employer’s application clears Qatar’s Ministry of Labour. This is often a little slower than the equivalent UAE process, since Qatar employer approvals can take longer when hiring quotas are involved. Skilled trades with complete documentation sometimes clear in as little as 3 weeks; unskilled categories can take longer.

Typical Costs

Through OEC, costs are minimal — processing challan, medical fee, and Protector fee. Through licensed OEPs, a skilled-worker visa typically runs Rs. 65,000 to 80,000, and labour/helper categories around Rs. 55,000 to 70,000 — this usually covers medical, police clearance and documentation charges, since Qatari employers commonly cover the visa fee and airfare themselves. NADRA verification adds roughly Rs. 2,000–3,000. Always ask for an itemized receipt and never pay a lump sum in cash to an unregistered agent.

How to Avoid Visa Fraud

  • Never pay for a “free visa” or “azad visa” — working outside your sponsor’s company in Qatar is illegal under the Kafala-successor labour law and can result in blacklisting or deportation
  • Verify every OEP’s license number on the BEOE website before paying anything
  • Qatar requires an actual employer sponsor — nobody can get you a Qatar work visa without a real job offer, so be suspicious of anyone claiming otherwise
  • Take receipts for every payment, and read your employment contract carefully — check salary, accommodation and duty hours before signing
  • If a deal sounds too good (huge salary, no interview, no experience needed), it is almost certainly a scam

Your Rights as a Worker in Qatar

  • Qatar’s labour law sets minimum wage protections that apply to all workers regardless of nationality
  • Wages must be paid on time through Qatar’s Wage Protection System (WPS)
  • You can change employers through Qatar’s official Ministry of Labour electronic notification system, subject to notice-period rules
  • If you leave without completing your notice period, you may be barred from returning to work in Qatar for up to a year — always follow the official notification process rather than simply leaving

For current verified Qatar and other Gulf vacancies, see our post on OEC Overseas Jobs 2026. Always confirm the latest requirements from official sources (BEOE, OEC, Qatar’s Ministry of Interior) before starting your process, as rules can change.
