Every year the Ministry of Religious Affairs deputes a temporary workforce, known as Khuddam-ul-Hujjaj (assistants of the pilgrims), to serve Pakistani hujjaj during the Hajj season under the government Hajj scheme. These staff members work in Makkah, Madinah and the Mashair (Mina, Muzdalifah and Arafat) in areas such as accommodation, transport, food, guidance, medical support and general facilitation of pilgrims. Selection is made from among serving government employees through a transparent process, which now runs through the Open Testing Service.

For Hajj 2027, the recruitment is structured in two streams. The Supervisory Staff stream is for serving officers of BS-17 and BS-18 who can lead teams and manage sectors of pilgrims. The Field/Support Staff stream is for serving employees from BS-07 to BS-16 who carry out day-to-day duties with the pilgrims.
