What Is the BPS (Basic Pay Scale) System?

In Pakistan, federal and provincial government jobs are graded on the Basic Pay Scale (BPS) system, running from BPS-1 (lowest) to BPS-22 (highest). Your grade decides your basic pay, annual increment and most allowances. Broadly: BPS-1 to 4 are support staff (e.g. Naib Qasid, Chowkidar), BPS-5 to 15 are clerical and junior technical staff, BPS-16 is entry-level officer, BPS-17 is the standard entry point for gazetted officers (through FPSC/PPSC/CSS), and BPS-20 to 22 are senior management (Additional/Federal Secretaries).

Budget 2026-27 Salary Increase — What Changed

The key changes announced for government employees, effective 1 July 2026, are:

  • Merger into basic pay: Earlier ad-hoc relief allowances (ARA-2022 and ARA-2025) were merged into the running basic pay, forming the Revised Basic Pay Scale 2026 above.
  • 7% Ad-hoc Relief Allowance (ARA-2026): A fresh 7% increase on the revised basic pay.
  • Conveyance Allowance: Increased by around 50% (fixed rates by grade band).
  • Disparity Reduction Allowance (DRA): Continued for eligible existing recipients.

In the previous budget (2025-26), employees received a 10% Ad-hoc Relief Allowance and a 30% Disparity Reduction Allowance for eligible grades — those have now largely been absorbed into the 2026 revised structure.

Main Allowances on Top of Basic Pay

  • House Rent Allowance (HRA) — a percentage of basic pay (or free accommodation instead).
  • Medical Allowance — a fixed monthly amount by grade band.
  • Conveyance Allowance — fixed by grade for travel to work.
  • Ad-hoc Relief Allowances (ARA) — inflation relief added in budgets.
  • Disparity Reduction Allowance (DRA) — for eligible grades.
  • Special / departmental allowances — e.g. executive allowance, secretariat allowance, or field/hardship allowances for certain postings.

How to Calculate Your Monthly Salary

  1. Find your grade’s initial basic pay in the chart above (or your current stage if you have service years).
  2. Add the annual increment for each completed year of service (increment stops at the maximum of the scale).
  3. Add your allowances (house rent, medical, conveyance, ARA, DRA and any special allowance).
  4. Subtract income tax and any deductions (GP Fund, benevolent fund) to get your net take-home.

Which Jobs Fall in Which Grade?

  • BPS-1 to 4: Naib Qasid, Chowkidar, Sanitary Worker, Mali.
  • BPS-5 to 11: Junior Clerk, LDC, Driver, Junior Auditor, DEO.
