MOFA Attestation Pakistan 2026: Apostille Process, Fees, Documents & Online Appointment

🔄 Last updated: July 18, 2026

MOFA Attestation Pakistan 2026
Whether you are applying for an overseas job, a work visa, or foreign university admission, your Pakistani documents usually need MOFA attestation — the final verification stamp from Pakistan’s Ministry of Foreign Affairs. Gulf employers, in particular, require MOFA-attested degrees and certificates. This 2026 guide explains the full process, the pre-attestation steps most people miss, the fees, and how to book your appointment online.

What Is MOFA Attestation?

The Ministry of Foreign Affairs (MOFA) is the final verifying authority in Pakistan for documents intended for use abroad. Attestation is an official seal and signature by an authorised ministry official confirming that your document is genuine. It is a mandatory step in legalising your educational, personal or commercial documents for international use — for employment, visa applications, admissions or business.

Apostille vs Attestation — What’s the Difference?

This confuses many applicants. In simple terms:

  • Apostille is a simplified single-step legalisation used for countries that are members of the Hague Apostille Convention. All GCC countries (UAE, Saudi Arabia, Qatar, etc.) are now Hague members and accept apostille from Pakistan.
  • Traditional attestation + embassy legalisation is the older route, sometimes still required by non-Hague countries or specific institutions.

Because most Gulf and European destinations now accept apostille, MOFA has launched an online apostille service. Always check what your specific employer or embassy requires.

The Step Everyone Forgets: Pre-Attestation

MOFA does not attest a document directly — it only verifies after the relevant issuing body has attested it first. This is the most common reason documents get rejected. Before MOFA:

  • University degrees: must first be attested by the HEC (Higher Education Commission)
  • Matric & Intermediate certificates: must first be attested by the IBCC
  • NADRA documents (birth/marriage/B-Form certificates): must be issued/verified by NADRA
  • Commercial documents: countersigned by the relevant Chamber of Commerce

Only after this pre-attestation can MOFA apply its final stamp.

MOFA Attestation Fees 2026

Government fees are modest and charged per document. As an indicative guide, personal and educational documents commonly cost around Rs. 2,500 per document, while commercial documents cost more. Apostille government fees range roughly from Rs. 3,000 for personal/educational documents up to higher amounts for commercial papers. These are government charges only — third-party agents and courier companies add their own service fees on top. Always confirm the current fee chart on the official MOFA website (mofa.gov.pk) before paying.

How to Book Your MOFA Appointment Online

MOFA works strictly by appointment — walk-ins are generally not allowed. To book:

  1. Visit the official MOFA website and open the online appointment / apostille portal
  2. Create an account and fill in your details — name, CNIC, document type and number of papers
  3. Choose your nearest MOFA office and pick a date and time
  4. Print or save your appointment slip — you must show it at the office entrance
  5. On the day, arrive early with your original documents plus photocopies and your CNIC/passport
  6. A challan is generated for payment; submit your documents and collect them once attested

Note: Government online portals occasionally go offline for maintenance or security reasons. If the portal is temporarily unavailable, check the MOFA website for updates before travelling to an office.

Where Are MOFA Offices Located?

The main head office is in Islamabad (near the Diplomatic Enclave, G-5), with camp/liaison offices in Karachi, Lahore, Peshawar, Quetta and Gujrat. You can visit the office nearest to you, or use an authorised courier company if you cannot attend in person.

Documents to Carry

  • Original documents (already pre-attested by HEC/IBCC/NADRA as applicable)
  • Two photocopies of each document
  • Original CNIC/NICOP + copies
  • Passport copy (for visa/employment-related attestation)
  • Printed appointment slip
  • Authority letter (if someone else is representing you — blood relatives are usually exempt)

Do You Need Embassy Attestation After MOFA?

For some countries — particularly certain Gulf states for specific document types — you may also need attestation from that country’s embassy in Pakistan after MOFA. Since all GCC states now accept apostille, many applicants no longer need the extra embassy step, but always confirm with your employer or the destination embassy to be sure.

Frequently Asked Questions

Do I need HEC attestation before MOFA?

Yes — university degrees must be attested by HEC first. Matric/Intermediate certificates need IBCC attestation first. MOFA only attests after this pre-verification.

Is apostille accepted by UAE and Saudi Arabia?

Yes — all GCC countries are now Hague Convention members and accept apostille from Pakistan. Confirm your specific requirement, as some institutions still request embassy attestation.

Can I get MOFA attestation done from abroad?

Yes — overseas Pakistanis can use authorised courier companies or appoint a blood relative to represent them at a MOFA office.

How long does MOFA attestation take?

Often the same day or within a couple of working days at the office, depending on document type and workload. Courier-based service takes longer. Build in extra time for the HEC/IBCC pre-attestation step.

MOFA attestation is one part of the overseas journey. Also see our guides on the UAE work visa, OEC registration, and the Police Character Certificate.

Disclaimer: MOFA attestation and apostille fees, procedures and office locations are set by the Ministry of Foreign Affairs and may change. Always verify current requirements and fees on the official MOFA website (mofa.gov.pk) before making any payment or booking.
